I.E. 6.0 popup ads & error messages

My OS is Win 98SE. Some how my computer has Internet
Explorer provide by Juno and it is giving me fits. I
continually recieve popup ads from Juno. I then receive a
message from MS that I.E. has performed an illegal
function and will shut down the browser. I have Nortons
Internet Security 2003,that tries to block the AD. The
browser page has nothing on it except the popup ads
address with nothing on the page. I then close the screen
and that is when I get the error message. I would like to
remove the Juno I.E. and replace it with the version I.E.
6.0 I downloaded onto a disk. I tried to remove Internet
Explorer from the add and remove program but it will not
allow me to remove it. Can someone help me
