i dont know if this is the right board,but i hope someone can help

There are times when i try to open a program from a desktop
shortcut or from the start menu i get a message saying that
windows cannot access the specific device or path....i may
not have appropriate permission.I am logged on as the
administrator and there is only one logon name.I have run
av software and all scans come up clean . Any help would be
appreciated
 
Check the path on the shortcut.
right click shortcut->properties.

If the program does not exist in the [Target] box
then you need to fix the item in the target location.

Sometimes when you create the shortcut
and delete the original item the shortcut gets
cutoff from its source(target).
