dial up yes it changes, public access they can trace you
because you have to login DOHHH username & password.

Your ISP has your name home address telephone number. Go
ahead do something illegal I dare you.

Yes that is true.
Your ISP will assign you a temp. IP address from a pool they control each
time you sign in.
Therefore it is not necessary to run a firewall.
As for tracking you down for doing bad things it would take a while longer
but it can be done by tracking the IP address to a certain ISP provider then
narrowing down from there.

what makes you think that using a dial up will protect
you from anything?
at the very least use the xp firewall.

That is very, very wrong. Having a dynamic IP address offers
absolutely *NO* protection from worms such as Blaster, Welchia, and
Sasser. A firewall is sill essential. Even 3 years ago, back when I
was using a dial-up connection, and getting a different IP each time I
connected, I had to turn off ZoneAlarm's notifications because I was
getting hit by so many random IP scans that the notices became quite
annoying.

Depends on your dial-up service, but for 99.999% of those out there with
dozens to thousands or more in customers, yes. This is because it assigns
you an IP each time you dial in. As a company that provides dial-up
services likely does not have unlimited IPs, they have a set number they
give out (say they have 1000 modems, they likely have 1500-3000 IPs. They
roll those over, round-robin if you will using their DHCP server or RAS
services.)

Because when you get an IP from your ISP, they log your MAC address, which
is normally unique to your PC. They log everything.

If you installed a trojan or something inadvertently, if you use messenger
services, if you aren't firewall protected, if you are using a dynamic DNS
service.. etc.

to a certain extent, I was referring to as far as be hacked into.

Usually yes

Most ISPs have more clients than they have available IP addresses, and
depend on only a proportion being connected at any time, so when you
dial in you are given a new one from the 'pool'. The leading fields
will identify the ISP, and they should have logs that *could* relate an
IP that was in use at any given time with the phone number that dialled
it
