i can't use ctrl+alt+del on welcome screen

Dear all,
my laptop is connected to a domain , it can't pass the welcome screen asif ctrl +alt+del doesn't work
knowing that i have other win98 and works fine
also when logging to safe mode the wlecome screen appear also , so i can't log
how do i fix this ?

If your Laptop is joined to the domain correctly and is running Windows XP
Professional - which it must be to join the domain then you do not get the
Welcome Screen - you only either have to press CTRL-ALT-DEL to get the login
box or you se the login box immediately.
You should contact your domain administrators for more assistance to ensure
your machine is correctly participating in the domain.
