I can't shut down, restart, run system restore...HELP!!!

My computer simply wont shut down.I've pressed Start>Turn off computer>Shut
down and nothing happens...Same with Restart. The windows just dissappear.
When I try to run system restore, I get as far as date selection for
restoring, I click next, then all Sys Restore windows just disappear. All
I'm left with is Desktop. I also can't run any Media right now (Windows
Media, RealPlayer, Quicktime, Rhapsody). My system freezes anytime I try to
open a file .wmv, .mpg, .mp3, etc. Can someone help me with this one. I'm
somewhat stuck. Disk cleanup is good, defragmenter is good, and I can still
pretty much use the computer until I get to the aforementioned stuff. Thank
you.
