I can't send read receipts

I use Microsoft Outlook 2002.
People that sending e-mails to me, told me that I never send back to them a
read receipt when they asking for it.
The problem is that I never saw a read-receipt request in my PC.
What can I do?
 
Have you turned on the option to refuse all receipt returns? Check here:
Tools menu > Options > Email options > Tracking

In Tools > Options > Preferences > E-mail Options > Tracking Options
I have check the "Ask me before sending a responce option".

I don't see any field for refusing receipt returns.

I don't remember if sometime I choose "don't show this message again" when a
read receipt request arrives. Is there a way to check it?
