I can't send emails through Outlook when using my wireless connec

I can't send emails through Outlook when using my wireless connection at home
or when changing to a new connection on a different site, for example, at the
project site as oppose to my office. At home, I have to connect directly to
my provider's modem. At the project site, I have to use my internet
provider's web page to send emails, which does not allow me to manage my sent
documents file.

you need to authenticate with your SMTP server or use an alternate SMTP.

Your ISP is probably disallowing connecting to their SMTP server while
you're not on their network. You need to use another SMTP server, if
possible, while off their network.

What type of account and what version of Outlook?
