I can't send e-mail

Recently I have been having trouble sending e-mails using Microsoft Outlook.
I download my e-mails from a POP server and can send when using my webmail.
However, when I try to send e-mail using Outlook, I get a '503 No Recipient'
error for every message whether I am replying or sending new messages.

My POP server helpdesk has no idea what is the problem. I think it's to do
with my Outlook settings but I am not sure. Any ideas?

What version of Outlook do you have? Could you turn on diagnostic logging
(see http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and
post the OPMLog.log file after you get this error?

This canned reply is not helpful. I have tried the fix recommended by Rebecca

First, that was not a canned reply: without logs, I've got no chance of
telling just what is going on and why Outlook is not specifying any
recipients to the server. Second, not knowing what version of Outlook you
have makes things doubly difficult. Third, could you share Rebecca's
solution with us?
