I CAN'T SEE TOOLS MENU IN THE RIBBON

There are several references in the help to Tools Menu in the Riboon.
However, in my Office 2007 excel, I can't see the ID. Please advise me how I
can reactivate it.

Click on the big round Office Button on the top left and click on Excel Options
