I can't open database unless I am the first to access.

I can't open Access 2003 Database unless I am the first person to open the
database. I have to make everyone exit so that I can get in first, then they
can open the database. Sounds like a setting but not sure which one.

Two possibilities. Exclusive needs to be changed to Shared

Tools >>> Options >>> Advance >>> Default Open Mode

and the second possibility is that the database is either non split on the
server/workstation or the permissions on the server are inadequate (Create
and Delete permissions are required)
 
Use Explorer to navigate to the location of the data. Try to create a text
file there. Save it, edit it and re-save it. Delete it. If any of these
fails you do not have sufficient privileges in that folder for the database
to allow you as a multi-user. Everyone will need Security privileges to
Allow: Modify, Read & Execute, List Folder Contents, Read, Write, and make
sure nothing is in the Deny Column.
