I can't make a picture my background

I have tried to use a picture as a background but whenever I click on one of
the pictures nothing happens (It isn't highlighted either). The only thing I
can do to the background is change the color. I can still use pictures as
backgrounds on the other accounts on the other accounts though. Can sombody
please tell me what I need to do ASAP!?

You really need to give more information. What is the background for?
Wallpaper? Stationery? A DVD Menu?
You also talk about "accounts" - what accounts are you referring to?
