I can't linke a dBASE 4 to 2003 Access

This is the error I got when I tried to link dBASE 4. All of my co-workers
can link, but I cannot. I asked IT and they said I have access to all the
tables just like everyone else. I think there's a setting on my computer
that's preventing me from linking. If anyone could help me or point me in
the proper direction, I would be very thankful. The following is the error
message I got:

"The database has been placed in a state by user <name> on machine <name>
that prevents it from being opened or locked. (Error 3734)
This error occurs when the new passive shutdown/connection control is being
used. This error message indicates that a user set the database in a mode
that will prevent other users from opening it."

and search for this error message. I seem to recall it being a bug. A
search of the Microsoft Knowledge Base might be apropos as well -
