i cannot use hyperlinks in my email due to restrictions

In Outlook 2003, when I click on a hyperlink, within an email message, I get
a error message that the operation has been cancelled due to a restriction.
This started about 2-3 days ago. I am running XP-SP2, Office 2003 (updated).
Please advise.
