I cannot separate header sections w/o changing all headers

I deal with documents that have sections. When I try to change a section
header with all caps and then 1-3 pages following with initial caps in
header, then a new section with all caps and different header, then
continuing pages in that section with initial caps, I can't get a pattern
that will make it all come out correct. HELP!
