I cannot send files or pictures why?

I just started using outlook, I set up hotmail as my default but when I try
to send an e-mail with file attachments or pictures it does not do it!! it
only does it on the outlook personal folder .
However if I send a message without an attachment it sends it without a
problem!! Why??
I don't think is the size of the picture resolution because I change the
resolution (making it smaller) using photoshop.The biggest picture is 45K.
Please help, I'm frustrated! Thanks
