I cannot send e-mails in Outlook although I can in Outlook Expres.

Following a crash I had to reinstall everything on my computer. The only
thing that is not working correctly is Outlook. I can receive e-mails but
not send them. But in Outlook Express I can both send and receive. I have
uninstalled and reinstalled Office XP but the problem still persists. My
ISP only provides support for Outlook Express. Can anyone help?
 
If OE is functioning, then in OL import mail settings/accounts.
Broadly speaking the account settings are the same for both.
Is there no err msg?
