i cannot receive or send how can i reestablish settings

i cannot use e-mail as when i try to send i get message "unexpected fault has
occurred, how do I rectify?

Does the same thing happen when starting Outlook in safe mode?

Select Start | Run
Type: outlook.exe /safe

PS - please state what version of Microsoft Outlook you are using.
