i cannot receive mail in outlook. I get error code 0x800ccc0f

For some reason out of the blue I can no longer receive my webmail in
Outlook. I've called my email provider, ISP and Dell. No one can figure it
out. Anyone receive an error such as this or have any good ideas to resolve
it? I've reconfigured my email settings until the cows come home. HELP!
 
That message means that your ISP's server terminated Outlook's connection.
What version of Outlook do you have? What sort of account?
