I cannot open www site from news group in Outlook Express

When I double click on www.xxxxxx.yyy (look like as sample), nothing hapened
Some days back and all the time works all corectly.
I am not only user on computer and someone maybe check something and change
for settings.

1. You click on a hyperlink in an OE message and an IE window doesn't even

2. You click on a hyperlink and an IE window opens but it doesn't load:

Re-register all DLLs listed in this KB article:
http://support.microsoft.com/?kbid=281679

Installing the latest Cumulative Patch for IE (Q832894) may solve the
problem as a side-affect. Check in at Windows Update.
