I cannot open my outlook.

Everytime I try it gives me error1304 error writing to file C:\Program Files\
Common Files\Microsoft Shared\Smart Tag\MSTAG.TLB Verify that you have access
to that directory.

Do you have any add-ins installed? Try renaming that file (mstag.tlb) then
see if Outlook will open.
