I cannot install Win XP MCE OEM, or Win XP Pro

I cannot install Win XP MCE OEM, or Win XP Pro on a newly built PC. I keep
getting a STOP 0x0000007B after the install begins. I was able to install
UBUNTU, and ran Memtest86+ for 25 hrs on all 4 GB with no errors.
