I cannot change note size in Outlook

I cannot change the size of a new note in Outlook. I have the note options
set to small notes, but whenever I open a note or add a new note, it is full
screen and I cannot change the size. Does anyone else have this problem?

Double click on the title bar area to return it to the small size. Then
close the note and it should retain the smaller size when a new note is
created.
