I cannot boot into safe mode -

I cannot boot into safe mode - I see files loading then machine reboots. can
anybody help also if I want to reinstall windows will I have to activate
windows again and if so how?

Try a repair installation and yes you'll need to activate again.

Repair Installation of XP:
http://kgiii.info/windows/XP/general/xprepair.html

Activation is done the same way as you did it last time. If there's a
problem pick the activate over the phone option and call the toll-free
number to activate.
