I cannot apply a critical update!

I cannot install
Cumulative Security Update for Internet Explorer 6 Service Pack 1 (KB832894

A dialog box pops up and says it doesn't pass the Windows Logo test or something and that the patch will not be installed

Is this normal
Why is this happening
 
Follow this:
http://v4.windowsupdate.microsoft.com/troubleshoot/
Look for "When installing an update you receive the following message:
"Software you are installing has not passed Windows Logo testing""

Otherwise follow the Windows Update Checklist:
