I can send emails but not receive

This is the error message I get

Task Sending' reported error (0x8004210B) : 'The operation timed out waiting
for a response from the sending (SMTP) server. If you continue to receive
this message, contact your server administrator or Internet service provider
(ISP).'

What did your ISP tell you when you contacted them? Do they require outgoing
authorization perhaps?

Also, are you running Norton Antivirus? If so, disable scanning of your
incoming/outgoing mail to see if that helps.
