I can send but not receive messages, how do I fix this?

I can send messages with no problem but am unable to receive messages. It
says that the connection to the server was interrupted and to contact them or
my ISP. It is not a problem with my mail server because I can go to the web
and send emails from there. The problem is not with my ISP because I have no
problem getting online. The settings in Outlook have not been
changed--everything is setup how it is supposed to be.
I am at a loss--what do I do? This is very frustrating because most of my
job is through email and over the phone, which means I can't sit and call
tech support-they haven't been any help anyway.
I would really appreciate any help anyone can give me on this.

Try increasing the server time outs and make sure your incoming server
settings are correct. Go to Tools, your Account, Internet Email Settings,
Advanced to change (this is for OL 2003, but other version have similar)
Remember you can't use Outlook or OE for free web mail any more, only POP
mail.
 
Do you have any anti-virus software set to scan incoming mail? If so, turn
it off - this has been known to cause such problems.
