I can receive emails but can not send

Hi, I am having a very frustrating problem with Outlook 2003. I got a new
computer at work and installed Outlook 2003. I entered my email settings
right (exactly like i have at home which works fine) and I can receive emails
but when I try to send I get the following error message:

Task 'mail.charter.net - Sending' reported error (0x8004210B) : 'The
operation timed out waiting for a response from the sending (SMTP) server. If
you continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

Now of course when I call my ISP they say they don't support Outlook so
won't help me. But I don't understand why it works at home and not here when
I am putting the exact same settings in. I have Windows XP (if that helps) I
sure would appreciate any help anyone could offer!!!
 
It makes sense then that if you try to use a Charter email account, you can't
send the mail using SBC as your connection to the internet. That's like
sending email for free. If you're using SBC to access the internet, you would
only be allowed to send SBC mail through their servers.
 
Wow really I never knew that. I guess that makes sense. My previous job used
charter so I guess that's why it worked there...well now I can quit pulling
my hair out and give it up. Thanks so much for your help!
