I can only access HTTPS sites

There has been some posting in the past on this issue but I did not see
a clear solution. Here is my problem:

After I reboot, eveything is normal but after 10 mins, my computer
cannot access HTTP sites any more. I can still access HTTPS however. I
tried some of the advice given by members in the past, such as IEFIX.
It still does not work. Any clue?
