I am trying to install the personal folders backup add-in.

Ok here we go again...

I'm trying to install the Outlook 2003 .pst backup utility. I get a message
that it's already installed when it clearly isn't. I tried to remove it and
I get a message directing me to remove the "old" pst backup utility using
add/remove programs. Surprise surprise - it's not listed. Why oh why does
Microsoft allow glitches like this to persist for years??!!

AAArrrrrgh!! It's not installed on this user's machine!!!

Help!! (please don't "dumb down" replies)

Have you done a search for outbak.dll?
maybe located in c:\program files\microsoft
office\office11\addins\outbak.dll
Also located in the registry.

Yes, deleted them and the registry keys but the problem still persists. I
have given up. On that workstation I'll just manually copy & past the pst
file to back it up.

seems a bit odd, I would have thought that meant there was still a registry
entry lurking, but as your admin I'm sure you've done a thorough hunt

Add it in by clicking Tools>Options>Other>Advanced Options>COM Add-Ins>Add,
browse to the outbak.dll file, select it, and click OK. You'll be back in
business.
