I am relicating mail labels in word 2003 and it is not working!

I went to microsoft help online to create mail labels on sticker Avery mail
labels. However, when I use the merge options, there is only one address
showing up on the entire page, instead of it being duplicated. I hit the
button under replicate labels entitled "Update labels" but it is not working.
Please help!!!
