I am locked out of the cells on my excell

Just "can't" or do you get an error message?

Sheet Protection is enabled?

Disable.

Or in simple way saying, go to "Tools" and then choose "Protection", click
the "UnProtect Worksheet", you may or may not need to provide a password to
unprotect a file.
