I am having a problem deleteing a .bat file

I am having problems deleting a bat file I wrote. it is a simple file that
opens a logger for a game. The problem is I cant delete it even in safe mode.
I have this problem as well with any dos program that is now on my machine.
Regardless of the drive, or formatting scheme.

When I try to delete it is tells me that the file is already in use or being
used by another program. I can not find any usage link to it and I cant find
any run issues with it in the registry.

Any help would be greatly appreciated
