I am an ADMINISTRATOR but computer won't recognize me! HELP

Ok guys my problem is also involved with video games. I tried to install
Steam (a program that runs Sierra games such as Counter-Strike) but when
i try to install it this thing pops up

"You do not have access to make the required system configuration
modifications. Please return this installation from an administrators
account."

Ok guys I also tried to install this game "World Of Warcraft." I tried
to install both these games but the computer keeps blocking! When i try
to insteall Steam that note pops up (see above). When i try to install
World Of Warcraft, the installation bar stops and remains at the
middle. I left it installing for the whole night last night. When i
woke up the bar is still at the middle , like 50%.

Ok so anyway, all of this is because of the Administrator access
problem. I have checked other topics that relates to this problem but
it didn't solve my problem.

Yes i have restarted into Safe Mode and logged in with the real
"Administrator" account in safe mode. I tried to install Steam and
World of Warcraft then the note popped up again! YES IN SAFE MODE IN
ADMINISTRATOR ACCOUNT! I tried to install World Of Warcraft and YES IT
STILL KEEPS FREEZING! STUCK IN 50%!

Ok guys I am only 16 years old, i am not really very good at computers,
but i have been using computers for like 4 years now. So yes just tell
me what to do step by step to get rid of this problem and get the
administrator access.

I only have one account on my computer and it is already an
administrator. I just don't know how to solve this problem. Please help
me! Even my mom and dad can't help me because they are not good with
computers.

I really need your help guys... i am begging you. Please!

The first thing we have to figure out is what have you changed!

Are your drives formatted in NTFS?

I received the same error on a system while trying to install a DYMO label
printer with software. It is possible that the system is corrupt due to
spyware and/or virii, but there is no confirmation from the installed
utilities.

The question is not, "What has changed?" The solution lies in whether the
Admin account rights can be reinstituted.
