hyperlinks in e-mail

I am no longer to open a hyperlink in my outlook 03 e-mail. When I try I get
the following message.
"THis operation has been canceled due to restrictions in place on this
copmputer. Contact your system administrator."
This is a new condition and I did not intentionally set it up to do this.
Is there a setting I can change or is it a virus?
