Make sure you have a web open (File Menu | Open Web) and that all content
has or was created within the current web.

have you published your site yet?
if you are uploading it to a ftp server like comcast or something you should
open the page from the ftp folder by double clicking on it, then copy and
paste the url from your browser into the hyperlink box for all of your
pages.
then re publish.

You need to do an Open Web (from the File menu) on the
folder that contains your site, and only then open,
modify, link,and save pages.

When you see the page you want to link to within your web folder inside the
hyperlink window click it only once. The hyperlink window should look
something like: feedback.htm

Then when you publish, FP will know that the link points within the website
and will find the feedback page.

If you double click the page you're telling FP to look for the file on your
hard drive thus causing the broken link when you publish.

As long as the link is in your web folder you don't need to be connected to
the web to create hyperlinks. Although when linking outside of your site
it's best to have the web connection open so that you're sure of making the
right link.
