Hyperlink PDF files

I am trying to hyperlink a pdf file that I created in
adobe illustrator. I created a hyperlink to the file &
published web however nothing happens, does this not
upload the file that is hyperlinked? I admit I am clueless
on this format, it is probably simple solution I am
overlooking.
 
You must import the file into the current open FP web before you link to it.
