Did you select the arrow itself when applying the link, or did you
click
inside the arrow? Inside just applies the link to the text, and if you
don't have text, well...
To make sure you've selected the entire object, click inside the arrow,
then hit Esc to select the arrow itself.
Additionally, if you don't have a fill color in the arrow, the link
won't
work when you hover over anything but the edge.

I am inserting a shape( block arrow) and hyperlinking it to another
slide,
however, when the mouse is on the arrow it does not change into a hand
but
when I right click it there is a option of going to the slide. any idea
for this behavior.
