Hundreds of windows open

Win 2000 Adv Serv., Office XP PRO.
When someone clicks on an e-mail address in the text of a
e-mail letter or in Internet Explorer Windows keep
opening and I must reset Citrix user from Server? Don't
know what the windows are they won't stop opening to read.

How does the Citrix relate to these problems? What's going on if you log on
at the local console?
