my browser will not access a particular https address. I
can access other https addresses, and the site in
question can be accessed from other computers. I have
tried everything (i.e. cookies, history, default
settings, default security settings, etc....)
It is not a firewall, since my other computer can have
access, and not Anti Virus.

Check for a file named HOSTS with no extension (not Hosts.sam). It may be a
hidden file. Open it with Notepad and remove any line referencing the site.
Or, rename HOSTS to OLDHOSTS
