HTTP Error 403 - forbidden access

I have a Pentium 4 machine running Windows XP Home with Internet Explorer 6
(with all updates). After I upgraded Windows XP Home with Service Pack 2, I
started getting this error message on some web sites I tried to visit
(especially eBay): "HTTP 403 forbidden -- You are not authorized to view this
page...[etc.]." There were also boxes with "X"s in them. I suspect some new
security measure on my computer is preventing it from receiving all data from
select web sites. I have reviewed prior posts on this subject and have tried
many of the suggested fixes, including renaming "hosts" to "hosts.old,"
enabling SSL2 and SSL3 in my IE Tools security settings, and running
"regsvr32 softpub.dll." But nothing has worked. I still get the same error
message when trying to view eBay and certain other web sites. I suspect I am
loaded up with perhaps too many, or redundant, security features. Can anyone
offer any further suggestions?

IIRC, upgrading to Windows XP-SP2 changes the firewall.
The HTTP 403 error message typically indicates that a
secure site cannot identify the computer that is being
connected to it and, therefore, is blocking access to it
even though SSL may be functioning fine. If there is the
option to place the host into a trusted zone with the SP2
firewall (like in ZA), allowing it to communicate with it,
then do so. Otherwise, it might be easier to forego the
use of the XP-SP2 firewall and substitute it with a more
functional one, e.g., ZoneAlarm.
