http 403.4 error

When I tried to go to a secure site I had gone to previously I got the
following message, http error 403.4 forbidden: ssl is required to view this
resource. type in https://www.-----.
When I looked at the address bar it had https:// in it but still would not
take me to the site.
I have Windows XP Home Edition, and recently downloaded an update for
Internet Explorer 7. Is there something that I have to change to get access.
 
I am getting a slightly different message - The website has declined to show
this webpage http 403
possible solutions refresh , need to sign in ( with nowhere to sign in
provided)
From what I can find out on other pages it seems to be something to do with
IE 7, and we did not have this problem with IE6
