Error Msg 403.4; how to access secure site

I am trying to vote at escvote.com. I get error msg 403.4 that says the
website has an "SSL" problem. I had a lengthy chat with ATT support and they
said I needed to contact Microsoft to solve the problem. They gave me a
Microsoft solution remedy for HTTP 403.4 The directions told me to access
"cmd.exe". When I tried to do that I get an error message that I have no
such file. Can anyone help me solve this problem? Thanks.
