Is there a way to pass a variable in the URL to limit to documents that
contain a string of characters in the subject? The subject may have
additional characters beyond my search string. I would still want to include
those. If so, what would be the variable name & structure?

The URL to OWA? You'll need to ask in the microsoft.public.exchange.clients
newsgroup as OWA is part of Exchange, not Outlook.

If you don't mean OWA, you'll need to clarify what it is you're trying to
do.
