Sure, but it obviously depends on the nature of the
newsletter.
If you just want a Web page that visitors will browse,
thenb make up the page and mail the visitors hyperlinks.
If you want to mail the newsletter itself, then one
approach is to:
1. Make up the Web page.
2. Open the Web page in IE.
3. Choose File, Send, Page By E-Mail.
However, at this point, you may find some aspects of you
page don't look right. This is because an e-mail reader is
a much different environment than a browser. The fix is to
fine-tune the original Web pages, avoiding the features
that are causing you problems. Forms and linked style
sheets are two common areas of trouble.
Another approach is to write an ASP page that mails your
newsletter page. I have a page at:

that explains how to get started with this, although the
emphasis is a little didfferent. The trick with this
approach is to keep the number of recipients down, so the
page doesn't take too long to execute. For example, it's
better if you mail to a distribution list than to
thousands of individual addreses.
