Can FrontPage 2002 or later be used directly to create a compiled HTML Help
file; a file containing the entire FrontPage web in a single file with a
..CHM extension, without any additional software tools?

Right. But can FrontPage generate the HTML workshop project file to
automate the process of creating HTML help? I'm looking for an
alternative to RoboHelp for creating HTML help. It would be great if FP
had this feature built-in, or if some enterprising individual had created an
Add-In to do it!

check the FrontPage add-in center at ms's site. I could swear I've seen
something like this. I don't think it's free but I'm about 95% sure there
is something there.

I don't know about you but IMHO, the add-in that'd be great would be
something that'd let you print the files in a chm. like something you could
run that would compile the files into a PDF, then you could make your own
printed manual by printing odds, then flipping the stack and printing evens.

I prefer a PDF or similar for a complex manual for this purpose. If
something is sufficiently complicated that I want a manual, I want to print
it so I can read it and refer to it while using the app, etc. Maybe I'm a
relic. ;-)

You may want to have a look at Help Publisher for FrontPage
(http://www.indigoware.com/), which lets you perform most help
authoring tasks from within FrontPage. You'll still need HTML Help
Workshop in order to compile the help project, though.
