HP 2600n -- lowering the cost per page

How do you get the HP2600n to use all the toner in each cartridge,
without shutting off after a certain number of copies?

Are cartridge refill kits available or is the ONLY option to buy the
overpriced HP toner cartridges? Are non-HP toner cartridges available?

Which under-$1,000 laser printer costs the least per page?

Sorry to seem so stingy, but we have a small non-profit community
association that needs to account for every dear penny. We are hoping
to find a way to print color newsletters, covenant copies, ballots,
etc., cheaper but nicer than OfficeMax/Staples/OfficeDepot etc.

The 2600n is more expensive than many inkjet printers to run. I
believe even the next model up, the 2550n (bizarre model number scheme
that goes backwards for each 'better' model) takes toner carts that
are larger than the 2600n. I've seen the 2550n on sale for $300, same
price as the 2600n, a few times recently. However, I believe the
Okidata line of color lasers got far better reviews than the HPs for
this quarter. I think you have to spend $500 or more on a color laser
to really start to see savings. While it may seem like you are
spending a lot to start, the cost per print will be lower than an
inkjet or economy color laser.
