howto rebuild cookies index.dat

Trying to restore wife's computer.
Have contents of old cookie file and she want them back.
XP won't allow me to overwrite index.dat with the old one.
Cookies don't work without up to date index.dat.

Is there a way to command XP to rebuild the content of
index.dat based on the actual cookies stored in the
directory???
