Generally, the CAB files are not distributed separately. It's already hard
enough for people to get the right single MSI file without having to worry
about which processor type it's targeting, ARM, X86, EMULATOR, MIPS, etc.,
as well as what platform, WM5, WM2003, Windows CE, etc. Install the MSI
file and check the registry in HKLM/Software/Microsoft/Windows CE
Services/AppMgr/Apps/[AppName] and see where the CAB files were placed.
There will probably be a list of processor types and several CAB files.
Since you didn't say which OS/platform you're targeting, I can't tell you
which one is right, but Windows Mobile devices are almost all running ARM
processors.

You don't. The MSI file is for the PC. It will extract the necessary
CAB files, one per processor type, and put them where ActiveSync can find
them. The next time you attach a device, AS will check to see if the
framework is installed and, if not, copy the right CAB file to the device
and install it.
