I have a friend that has a compaq M2000 laptop, he used windows live care to
delete some malware and now the blasted thing is stuck in a boot loop, won't
go into safe mode or any other, it gets to the boot menu, ie safe , last
known good configuration etc, and when an option is choosen it appears to
boot but winds back at the menu, he doesn't have the install cd, and doesn't
know how to get to the recovery partition, he would like to recover some of
the files from the hd, so if we could get a non destructive repair that would
be best, any suggestions?

Did the computer come with media, restore or otherwise?
Check the manual and/or contact Compaq for recovery media/information.

At this point, a Repair Installation may be necessary and for that you
need the media.
However different OEMs do it their own way so you need to contact
Compaq for details.

he said no recovery cd's, and since the boot cycle seems to be stuck in a
loop, he can't get to the repair partition, or he doesn't know how, in fact
neither do I.

I suggested to him contact some friends that have Home OEM xp, I have pro so
it won't work for him.

Most computers prompt users to make the media when new, but some
ignore the messages until there is a problem and it is to late.
Have him contact Compaq for information on getting the media.
Also check the manual for options.

That depends on the computer manufacturer.
They can do it differently since it is set up by the computer
manufacturer and not Microsoft.
