How to use Setup Manager?

For various reasons I decided to reinstall Windows XP on my Dell
laptop. Now I'm encountering the problem that setup hangs during the
"registering components" phase. I have tried twice and been extremely
patient both times (allowing many hours for it to work itself out) and
I get a Virtual Memory error, then extremely slow progress, then
lockup.

From the MS KB I see this is a known problem, and the solution is "To
work around this problem, use the $oem$ folder structure to copy files
during the installation." It refers me to the deploy.chm file from the
Windows XP disk, which says "To install and run Setup Manager: From
the Deploy.cab file in the \Support\Tools folder of the Windows XP
product CD, copy the Setupmgr.exe file to your hard disk. From the
command prompt, change the current directory to the directory where
you copied the files, and then type: setupmgr"

Problem: How exactly do I do that? Every time I boot up the computer,
I get a "resuming setup" message; so how do I copy the file and get to
a command prompt? Can anyone provide step-by-step instructions on how
to perform the actions given above?
